What you're describing is pretty close to the ideal for treatment of work/rework of new electrical equipment. The cleaning off of the original solder is very important to the quality of the joint that's then made.
Keeping a separate soldering rig for electrical work isn't going to be most peoples idea of a necessity, so I can understand the points of view expressed here.
