The capacitor will read open circuit from a meter. Think of the capacitor as a very little bottle that you are to fill with water it only takes a moment and is too quick to see. When you put your meter in resistance test it will 'fill' the capacitor the no more current will flow so will read open circuit. With the capacitor disconnected put the meter on one way or connect it to a battery for a few seconds, then put the meter on a very low current setting an connect across the capacitor and see if it blips for a moment. Not very reliable but might just work, if I've made sense.
As to the commentator make sure that the carbon has not built up in the slots. Take a very small screwdriver and gently pull the blade along the slot to remove buildup.
It is extremely the fixed field winding has failed.
To check the armature remove all the connections and with the brushes in place attach the meter on resistance and rotate it. There should be continuous continuity of a fairly constant reading but it may flicker as the slots pass but not go open circuit.

You could also check the carbon brushes that have to feed the current to the commutators. They are made of carbon, but if they used up, the connecting wire might touch the commutator making an ugly noise. Some brushes actually switch off if they are used up to protect the commutator. These brushes have a non conductive portion at their end.
