Dullcote alternative for alcohol weathering?

Some people weather rolling stock by coating it in Testors Dullcote and then, when it's dry, spraying alcohol on top.

I'd like to try this, but my local shops don't stock Dullcote, and mail order is impossible where I live.

Has anyone found an alternative to Dullcote for this technique, please?

I presume you wish to get a very matt finish to the paintwork before applying any weathering.

I have found that artists' acrylic matt varnish diluted 50:50 with IPA (Isopropyl alcohol) and airbrushed on gives a very matt surface that will withstand handling and protect transfers.

I have Dullcote purchsed from abroad, but I have also used Halfords Matt varnish aerosol. It needs a good shaking before use. Several dry 'passings' are better than one wet coating to give a truly matt finish.
